This is a Sony PlayStation debugging console. It is used when games are being developed to allow the programmers to find out how problems are being caused. The luxury of the Test Station is that it is region unlocked and therefore allows games from all regions to be played on it, it also allows gold disc version of games to be played on it.
This is the second iteration of the debug console.
